This work also analyses the organization and water resources management, using the federal law and the chronological history of Brazilian Constitutions. Brazil has a large hydric potential, so presents specifics law about this motive. In order to rationalize the water consumption and to provide the necessary amount of water to this and the next generations, and also to protect the water resources, it was published the 9.433 law on the January, 8th, 1997, known as Water aw. This law set up the National Politic of Water esources and creates the National System of Management of Water Resources. Inspired, mostly, on the French model, this law was created based on basin committees and/or water agencies, formed by consumers representatives, the civil ociety and also the government. This chronological approach of the water resources legislation’s shows that the legal base is prepared, but not yet finished.
