| Abstract | Based on the ills that afflict young Brazilians, this research investigated the extent of violations that surround Latin American youth and the role played by public policies on Human Rights Education to change this scenario. To elucidate the problem, at first, and with the help of bibliographical research, although it was not the main methodology adopted, Human Rights and Education in Human Rights were investigated, demonstrating, through historicity, their contributions to the object of study. humanity's struggle, including in the context of Latin America, as well as the role that the Human Rights Education Networks have been playing in this process. Next, the youths and the need to correlate them with public policies were examined, so that they could be guaranteed the exercise of citizenship. It was also identified the risks of observing this social category only by age criterion, as well as the need to consider young people in their social, psychological, cultural and biological elements, bearing in mind that, although they are a single group, which share of common experiences, are also plural and diverse and, therefore, require different demands and needs. After the theoretical consolidation of the research, it was decided to cut the analysis for the investigation of the triterritory "Argentina, Brazil and Chile", given the last PISA report, in which Argentina and Chile, respectively, presented the worst and the best learning performances of students in the region. For this purpose, through the method of documental research, indexing scientific bases, national and international repositories were used, as well as the platforms of the OECD, the ILO and the UNESCO to, based on economic data, on student performance and youth unemployment rates, analyze the social and educational aspects of these countries. Simultaneously, violations of the rights of young people were mapped, as well as the current legal framework, examining how governments have behaved in the face of the negative rates that permeate this population group. It emerged, therefore, that there is a need to improve the education offered, and that, within the youth public, the inevitability of public policies especially aimed at the female insertion in the labor market is urgent. It was observed that part of these violations is practiced by the State itself, especially when it remains inert to so many adversities endured by youths. Subsequently, the role of Education in Human Rights was described to minimize the main problems that afflict them and to point out the challenges that still need a more attentive state look, with the objective of guaranteeing the fullness of the right to education. In this regard, the relevance of organized civil society in building a fairer and more solidary Nation was seen, as well as in exercising the primary function of demanding a commitment from the authorities in the same direction. It was concluded that, in different intensities, the portrait of the evaluated countries is quite similar and demand the achievement of public policies of Education in Human Rights that dialogue with the youths, so that we can overcome the social stigmas and the barriers that impede the social advancement. | eng |

| Resumo | A partir das mazelas que afligem os jovens brasileiros, a presente pesquisa investigou a amplitude das violações que circundam as juventudes latino-americanas e o papel desempenhado pelas políticas públicas de Educação em Direitos Humanos para a mudança desse cenário. Para elucidar o problema, a princípio, e com o auxílio da pesquisa bibliográfica, embora não fosse a principal metodologia adotada, investigou-se os Direitos Humanos e a Educação em Direitos Humanos, demonstrando, através da historicidade, as suas contribuições para o objeto de luta da humanidade, inclusive no contexto da América Latina, bem como o papel que as Redes de Educação em Direitos Humanos vêm desempenhando nesse processo. Na sequência, foram examinadas as juventudes e a necessidade de correlacioná-las com as políticas públicas, para que lhes fosse garantido o exercício da cidadania. Identificou-se, ainda, os riscos de observar essa categoria social apenas pelo critério etário, bem como a necessidade de considerar o jovem em seus elementos sociais, psíquicos, culturais e biológicos, tendo em vista que, embora sejam um único grupo, que partilha de experiências comuns, são também plurais e diversos e, por isso, exigem demandas e necessidades distintas. Após a consolidação teórica da pesquisa, optou-se por recortar a análise para a investigação do triterritório "Argentina, Brasil e Chile", dado o último relatório do PISA, em que a Argentina e o Chile, respectivamente, apresentaram as piores e as melhores performances de aprendizado dos estudantes da região. Para tanto, através do método da investigação documental, utilizou-se de bases científicas indexadoras, repositórios nacionais e internacionais, bem como das plataformas da OCDE, da OIT e da UNESCO para, a partir dos dados econômicos, sobre o desempenho estudantil e das taxas de desemprego juvenil, analisar os aspectos sociais e educacionais desses países. Simultaneamente, foram mapeadas as violações aos direitos dos jovens, bem como o arcabouço jurídico atualmente vigente, examinando como os governantes têm se portado diante dos índices negativos que permeiam esse grupo populacional. Extraiu-se, com isso, que há a necessidade do aprimoramento da educação ofertada, e que, dentro do público das juventudes, urge a inevitabilidade de políticas públicas especialmente destinadas para a inserção feminina no mercado de trabalho. Observou-se que parte dessas violações é praticada pelo próprio Estado, especialmente quando se mantém inerte a tantas adversidades suportadas pelas juventudes. Posteriormente, foi descrito o papel da Educação em Direitos Humanos para minimizar os principais problemas que os afligem e apontar os desafios que ainda precisam de um olhar estatal mais atento, com o objetivo de garantir a plenitude do direito à educação. Viu-se, nesse aspecto, a relevância da sociedade civil organizada na construção de uma Nação mais justa e solidária, bem como no exercício da função precípua de exigir das autoridades um compromisso no mesmo sentido. Concluiu-se que, em diferentes intensidades, o retrato dos países avaliados é bastante similar e demandam a consecução de políticas públicas de Educação em Direitos Humanos que dialoguem com as juventudes, para que consigamos superar os estigmas sociais e as barreiras que impedem o avanço social. | por |
